In September 2016, Metro Vancouver Mayors released a proposed plan for Phase One of the 10-Year Vision for Transit and Transportation. This $2 billion plan would bring immediate investment to improve transit services and roads across the region.

From October 11-31, 2016, public consultations were help, in which people could have their say on the plan by attending one of five open houses or providing feedback through an online questionnaire.

"The majority of comments, over 5,000, were related to transit service improvements and other transportation investments outlined in the Plan. Over quarter of all comments received were either supportive, or supported the proposed investments and felt that the Phase One Plan should go further."
"A minority of comments, 4%, expressed opposition to the planned improvements as a package."
